The Athletic reported on Tuesday that in order to ensure that all clubs can operate under fair competition, the Premier League and the English Football League (EFL) have decided not to implement their Profit and Sustainability Rules (PSR) on promoted and relegated clubs simultaneously.
According to reports, after Leicester City was promoted to the Premier League this season, it was seriously suspected of violating the Profit and Sustainability Rules (PSR) and their activities were "limited" in the transfer market, but it was also constantly magnified by the two leagues. The Premier League and the EFL have realized this problem and decided to make changes.
After the new rules are implemented, the E.47 to E.86 clauses of the Premier League's PSR rules will no longer apply to any club relegated from the league to the EFL Championship. Similarly, the newly added E.49 clause will use a new calculation model to review the profits and losses of all promoted clubs within three years after being promoted to the Premier League, and will not include the reports previously recorded by the EFL in the Premier League's PSR rules.
This means that the PSR rules of the two leagues will no longer be implemented across leagues.
Earlier, Nottingham Forest had been in dispute with the Premier League over similar issues. In the end, the dispute was not resolved until both parties were alerted to the British Court of Arbitration for Sport.
In January, the Premier League confirmed that no club had violated the PSR rules, but a few days later it changed its stance and said that Leicester City, Everton, Nottingham Forest, Manchester United and Chelsea were still at risk of violating the rules.
According to the official statement at the time, the accusation was mainly aimed at Leicester City's losses during the 2022/23 season. However, since the Foxes had been warned by both the Premier League and the English Football League (EFL) for this issue, Leicester City has been in court with them over this dispute since then.
