The English Football Associaton (FA) announced on Thursday through its official website that they have charged Chelsea with 74 counts of misconduct with agents through intermediaries and manipulating the transfer market.

According to the English Football Associaton (FA)'s official statement, authorities found that Chelsea had repeatedly contacted agents around the world through third parties illegal approaches and paid unreasonable intermediary fees to achieve the purpose of manipulating the transfer market. The club's misconduct between the 2010/11 season and the 2015/16 season was extremely serious.

In view of Chelsea's obvious violation of transfer market regulations, the FA has formally invoked and charged them with breaches of J1 and C2 - violating the Agents Regulations code, A2 and A3 - violating the Intermediaries Regulations, and A1 and B3 - violating the Third-party Player Transfer Investment Regulations.

Chelsea must respond by September 19.

In response to the FA's allegations, Chelsea insisted that it was what happened when its former Russian businessman owner Roman Abramovich took control of the club and that the current holder should not be blamed.

Todd Boehly, its current American largest shareholder, believes the allegations are unfair to him and has entrusted a professional third-party attorney for independent review to review any possible errors in the allegations. In any case, the club will fully cooperate with the investigation.
